Description:
Our client is in need of a certified radio frequency Systems Engineer to assist in definition, documentation, implementation, and maintenance of various complex radio communications systems thoughout the National Park Service. This position will be primarliy located in Washington, DC, but there could be some travel involved (6-8 trips of 4-5 days per year in the US). They will be responsible for investigating and analyzing technical and operational requirements for various systems on the local and national level, taking into account communications engineering best practices, applicable codes, regulations, and Service specific requirements. This task shall consist of the following activities:
-Serve as the bureau's radio communications systems engineer, providing engineering oversight and support for the Regions, Parks and Facilities of the National Park Service. -Works closely with the bureau spectrum manager to insure engineering information critical to the radio frequency assignment (RFA) process is updated and accurate. -Works with Regional and Field Offices and Park Unit personnel to identify frequency support requirements and conveys them to the spectrum manager for action. -Reviews, inspects engineering design, systems integration, and administrative activities related to the project where applicable. -Reviews radio project implement plans to insure new or replacement strategies are technically sound and operational requirements are in keeping with National technology compliance and compatibility standards and best practices, applicable codes, regulations and Service specific requirements. -Assists Regions, Field Offices, Parks and Facilities with technical radio communications issues and propose alternative strategies for adopting and implementing National, Department or Bureau level policies and approved technologies. -Assists Regions, Parks and facilities with basic site surveys and when required attends Critical Design Reviews (CDR) of system design proposals. -Conducts final acceptance testing, and reviews for completed radio communications system installations. -The contractor shall communicate both orally, and in writing complex technical issues to technical and non-technical staff. -The incumbent maintains an accurate data base of system information to include network access codes (NAC) and encryption keys. -Assists in the preparation of engineering data and other radio communications and information systems matters required for participation in meetings, operations, conferences, and workshops. -Assist in making decisions concerning plans and policies in order to reach the best possible solution for Regions, Parks, and Facilities. Accompanies the Chief Radio and Communications Security Program Division, as directed at meetings with representatives of the NPS, DOI, government and non government agencies in resolution of mutual problems associated land mobile systems operation. . -The contractor shall serve as a technical resource for the Service on new or emerging technologies that may have an impact on the Services communications and information systems. -The incumbent conducts Internal Control Reviews (ICRs), assistance visits to park units to provide guidance and on site support relating to systems engineering assistance to include training on current land mobile communications equipment. -The contractor shall prepare and conduct specialized training for Park and Regional Technical Staff on current and new equipment. -The contractor shall be responsible to provide the Chief, Radio and Communications Security Program Division a monthly status update on all projects.
