Job Description:

Budget and Financial Planning Analyst

Capital Investment/Budgetary Support
The selected candidate will perform the following tasks:
Ô
Provide project financial support, including development of cost estimates, tracking expenditures, cost/benefit analyses, progress/status/forecast reporting, and other analyses of budgets, spend plans, and funding;

·ÔParticipate in Capital Planning and Investment Manager (CPIM) workgroups,
·ÔDevelop, update and maintain an Capital Investment Plan,
·ÔCoordinate with PCMB on policy and procedures for compliance,
·ÔDevelop and implement investment process improvements,
·ÔParticipate in portfolio review of Infrastructure investments/systems,
·ÔDevelop, maintain, and distribute E53/E300 reports,
·ÔDevelop and maintain business case documentation, including documents required to support the OMB Exhibit 300
·ÔPrepare and deliver ad hoc briefings, reports, and communications related to investment management, financial management, and budget management as required,
·ÔManage budget development and tracking.
·ÔParticipate in Governance board meetings, representing interests of Capital Planning and Investment Management.
·ÔPrepare business cases as capital-planning tools used for investment ÔÔreview and approval.

Investment Strategy Development/Planning
The selected candidate will develop an IT investment strategy that:

Informs Executive leaders and influences their Program Objective,
Memorandum (POM) decisions on IT expenditures,
Links IT investment decisions to strategic objectives, mission, and business plans, Provides framework for review of IT assets to ensure compliance with FEA, and

Supports the four critical phases of an IT investment process: analyze, select, control and evaluate.

Develop a performance based methodology and performance measures for IT investments, including:
Ô
·ÔStandard set of criteria for comparison of investments,
·ÔMeasurements for ongoing IT investments against the projected cost/benefits,
·ÔEvaluation criteria for measuring return on investment.
·ÔManagement of year of execution funding against expenditures.

Develop strategies/processes to identify capability gaps, determine investment risks, and assess IT interdependencies and alignment with key objectives and legislative mandates.

Participate in the governance structures, budget formulation prioritization/briefs, standards development and resource leveling that guides leadership decisions to continue, modify, or terminate IT investments.
