IT Operations Manager

(NOTE: Candidate must be able to obtain a TS clearance, so US Citizenship is required)

RESPONSIBILITIES

Our client is seeking an IT Operations Manager to lead the day-to-day operation and maintenance of a federal customer's enterprise infrastructure. The IT Operations Manager is a hands-on, technical resource/leader and a senior member of a team that provides Tier II and Tier III support for all software and hardware within the customer's IT environment. The IT Operations Manager will report to the Program Manager and have supervisory responsibilities for up to 10 employees.

The IT Operations Manager:

1. Plans, organizes and directs development and enhancement of the IT infrastructure and security systems of the customer; plans, evaluates and schedules the design and implementation of new and revised IT infrastructure and security systems, procedures and equipment; develops policies and procedures for the operation and security of customer data centers; assists other IT groups in problem determination, product selection and special projects.

2. Supervises, trains and evaluates the performance of staff; plans, assigns and evaluates work of staff; develops schedules and coordinates workflow; may lead project teams; prepares project performance goals and objectives; prepares project estimates and reports; provides direct and functional supervision, including setting performance goals and objectives; counsels staff; and recommends or takes disciplinary action.

3. Acts as liaison between IT services and the customer for operations, support levels, resource allocation, security, installations, configurations and facility preparation planning; monitors all IT infrastructure or security projects to ensure infrastructure requirements are provided; reviews, evaluates and plans for technologies and infrastructure configurations with the customer that will meet the long-term bandwidth, IT infrastructure and security needs of the customer.

4. Establishes policies and procedures for the maintenance of a secure and environmentally sound operation; develops and implements network-related safety and emergency procedures, including disaster recovery plans and procedures.

5. Prepares and monitors budgets; allocates resources to projects.

6. Implements network services over a combination of media; manages and reviews user support activities and monitors problem response and resolutions.

EDUCATION
Requires BS/BA degree in related discipline.

EXPERIENCE
Requires 8-10 years experience in an enterprise-level technical leadership role.

Candidates must have:
* Demonstrable experience as a technical leader in an enterprise IT environment (5000+ users at multiple locations)
* Knowledge of principles and practices of the operation of redundant/reliable data networks including staffing, operating and preventive maintenance procedures and problem determination and resolution
* Knowledge of principles of data communications networks; voice/data/video convergence technologies; fiber optic technologies; reliable network design, implementation, installation, and configuration; communications connectivity and protocols; contingency planning and testing; project planning, management, and reporting
* Experience monitoring core infrastructure services with Orion Network Performance Manager, Application Performance Manager and NetFlow and managing/reporting to SLAs
* Experience managing data backup (NetBackup & Backup Exec) processes and procedures; Windows 2000/2003/2008 Servers and Active Directory domains; use of SMS and WSUS for managed desktop services; operation and maintenance of WINS, DNS, DHCP, VPNs, RSA Authentication and VMware ESX
* Ability to learn and apply the principles and practices of employee supervision, evaluation and development; plan, assign, review, delegate and prioritize work of self and others; learn and apply principles of program performance budgeting; plan and schedule long- and short-term projects and staffing; develop and implement effective training programs and procedures; maintain records and prepare technical reports; assist in strategic planning; anticipate customer technological needs; maintain knowledge of current and emerging technologies; communicate complex technical information in an understandable way to persons with limited technological knowledge; gather and analyze data, develop logical conclusions and make sound recommendations; foster cooperation among the customer's business units; establish and maintain effective working relationships with staff and colleagues.

Certification or equivalent experience in one or more of the following areas is highly desired:
* HDI Support Center Manager
* SCP Certified Support Supervisor or Certified Support Manager
* ITIL Service Management Foundation, ITIL Practitioner or ITIL Service Manager
* Certified Associate in Project Management (CAPM) or Project Management Professional (PMP)
* Microsoft Certified Systems Administrator (MCSA), Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Technology Specialist (MCTS) or Microsoft Certified IT Professional (MCITP)
* Cisco Certified Network Associate (CCNA) or Cisco Certified Network Professional (CCNP)
