Job Description:

ATR is building a 5-person, Business Analyst team to help prepare several Technology divisions of the State of Maryland in catching-up with a backlog of requests for new systems and enhancements to existing systems. The work is estimated at a minimum of four years. BABOK or CBAP highly desired.

Essential Functions:
These positions will elicit and gather information necessary to analyze the business processes and requirements of the State of Maryland (SoM) by utilizing interviews, document analysis, requirements workshops, surveys, site visits and workflow analysis. Position will evaluate information received from multiple sources and identify conflicts, risks and opportunities. Communicate and collaborate in the production and maintenance of such artifacts as: functional requirements documentation, interface specifications, business process flow diagrams, SoM performance goals and website contents. Reports both verbally and in writing to audiences with varying knowledge levels and at varying degrees of specificity. Review legislative and rule changes to assess impact on business process and technology changes. Perform other assignments as necessary.

Duties:
*ÔParticipate in the Project Preliminary Planning phase, which covers the receipt/review of initial project requests, refinement of the project request, and development of the business case and concept proposal.
*ÔProduce project feasibility and cost benefit analysis reports to assist SoM executive management in determining whether a project should proceed.
*ÔTransition a project from idea or concept through preliminary planning phase to become a chartered project.
*ÔAssist Project Managers with requirement identification and definition in Project Planning phase.
*ÔAssist with project scope definition and management plan
*ÔAbility to correctly identify project stakeholders and respective Subject Matter Experts (SME’s)
*ÔFacilitate an elicitation session with a large group of stakeholders
*ÔUnderstand and communicate information on the requirements development and management process to the project team
*ÔAblity to differentiate between modeling techniques to determine which is appropriate for a project (ie use cases, workflow, swim lanes, context diagrams ….)
*ÔDevelop and utilize modeling tools and techniques to communicate with the stakeholders
*ÔDevelop, maintain and present a business requirements document
*ÔDevelop, maintain and present a functional requirements document
*ÔDevelop, maintain, and present a technical requirements document
*ÔDevelop, maintain and present test plan
*ÔDevelop, maintain and present test cases
*ÔDevelop, maintain and present test scripts
*ÔDevelop and maintain defect management
*ÔConduct a quality review walkthrough of a business requirements documentation
*ÔFacilitate and obtain signoff on requirements documentation
*ÔImplement and enforce a change management procedure for requirements documentation
*ÔComprehend basic to complex business issues; contribute to Information Technology projects by translating business needs into understandable requirements.
*ÔOperate as a spokesperson for the business departments as they interact with the SoM IT group to determine appropriate Ôcomputer-related solutions to business problems.
*ÔExamine a business activity to help decide whether new IT solutions will improve productivity. Discuss existing business models and the flows of data in the business with those involved. Write, review and edit specifications, RFP’s, business processes and provide recommendations related to proposed solution.
*ÔDeliver informative, well-organized presentations.
*ÔUnderstand the role of the system in the big picture and provide ideas and recommendations regarding the evolution of the system and any project interdependencies to consider.
*Ô Using a variety of technical and presentation tools draw up and present cost specifications for possible improvements and produce high level outline designs of new IT systems for others to develop and build
*ÔProvide client support and consultation for IT issues and make recommendations on applicable technology.
*ÔArchitect effective business systems.
*ÔIdentify the benefits of a project, potential project team members, project deliverables, and appropriate project performance metrics.
*ÔIdentify initial performance measures that will be used to determine whether the project was successful.
*ÔAttend internal SoM staff meetings as requested.
*ÔFacilitate communication and project meetings in the absence of the
Ôproject manager.


**The position does involve some travel between sites in the Baltimore area. Must have valid driver’s license and own transportation.
