Job Description: JOB TITLE: Functional Analyst Consultant Temp-to-perm position DESCRIPTION: ”Total Experience• Three (3) years progressive experience in the analysis and design of business applications using database management systems or high level programming languages. Must be experienced with all functionality within R*STARS and/or ADPIC including change order processing, purchase orders, blanket purchase orders, encumbrance accounting, requisitions, asset management, accounts payable, payment processing, backup withholding, year end close processing, cash close processing, R*STARS interfaces, cash receipts, and fixed asset accounting. Will consider similar experience with other State Government Accounting and Procurement systems. This includes SFMA (Statewide Financial Management Application) Duties: Support financial applications by researching system problems, identifying resolution and communicating impact. Recommend program modification and enhancements and ensure users have proper procedures. Participate as required with technical staff in the design, development and testing of system modifications. Prepare level of effort for program modifications and develop program specification for technical staff. Must be capable of designing and executing IT software tests and evaluating results to ensure compliance with applicable regulations. Must be able to prepare test scripts and all required test documentation. Must be able to design and prepare all needed test data. Reviews test results and evaluates for conformance to design. Performs project management tasks. Uses best practice methods of project management for business application projects. Monitor all phases of the project and make recommendations on schedule, budget and scope-change impacts to management. Develop project plans as required and assist in tracking results. Act as liaison between agencies, user groups and DBM personnel. Provide application help-desk support to end-users, which would include prioritizing, troubleshooting, and communicating issues related to end-user support. Provide functional training as required. Provide updates to system documentation as required. Requirements: A Bachelor's degree from an accredited college or university with a major in Computer Science, Information Systems, Accounting or a related business technical discipline. Governmental fund accounting experience a plus Software Development Life Cycle (SDLC) experience a plus Financial background Must have manual testing experience Analyzing functional requirements, documentation, coding testing, test plans, strong communication skills Excellent customer service skills Excellent business writing and documentation skills Business Process Improvement a plus Knowledge of IBI FOCUS a plus
